Former Canadian Prime Minister Brian Mulroney, who forged closer ties with US, dead at 84
Francis Xavier University in Antigonish, N. History is only concerned with the big ticket items that have shaped the future of Canada," Mulroney said. He said Trudeau and the premiers "conducted themselves as well as anybody else in the world" in dealing with COVID, something Mulroney called "the greatest challenge that any prime minister has dealt with in Canada in 156 years.
Did it work? As of this writing, negotiators have wrapped up seven rounds of talks with little to show. Skeptics might argue that Mulroney was simply doing what he has always done: find a way to place himself at the centre of the action. It likewise led the international community in calling for a response to ethnic cleansing in the former Yugoslavia. But the symbolism was backed by concrete force. But Mulroney kept chipping away at him and at the issue. For the next three years, he went on CNN to scold recalcitrant members of the administration, had his own team leak a memo depicting Canadian outrage at American inaction, and—most importantly—nurtured key congressional allies.
His success on the file, combined with his passage of the ambitious Environmental Protection Act, which required seven provinces to cut sulphur dioxide emissions by half, prompted a 2006 survey of environmental experts to call Mulroney the greenest prime minister in Canadian history. Hampson leans on the charming tale, the sentimental anecdote, and moments of masculine camaraderie that belong in a Hollywood buddy picture. Looking back, we can see how Mulroney punctures a misconception about politics: that corruption and achievement are mutually exclusive. His cultivated aura of celebrity worked marvels among his legions of contacts but struck many Canadians as haughty and aloof. In transcending his ordinariness, he ended up holding the confidence of everyone but Canadian voters. By the time Mulroney left politics, his support had hit 15 percent. Perhaps the answer is not simply the GST or the gradual accumulation of scandal. We glimpse in him an incarnation of the insecurity lurking at the very bottom of the Canadian psyche.

But for the most part, Mulroney learned to hold his fire. The result: today, at 83 — an age he never expected to reach — he is the happiest and most content he has ever been, with no shortage of reasons why. With the passing of Gorbachev at the end of August, Mulroney is the last surviving world leader from an era that saw the end of Soviet rule and the re-emergence of Russia.
Add to that the winter home in Palm Beach; regular phone calls and meets with business leaders and current and former political leaders from around the world; and a wide, deeply loyal circle of friends, many of whom date back half a century or more. Until the pandemic, he would see Mikhail Gorbachev, the last leader of the Soviet Union, whenever the two men were in the same part of the world. They built a warm friendship when both were in office. When Gorbachev, feuding with then-Russian leader Boris Yeltsin, visited Canada in 1993, Mulroney was advised to not see the former Soviet leader because of an upcoming summit involving Yeltsin. Far from being attacked by the federal Liberals, they now, under Prime Minister Justin Trudeau, seek his advice on key issues — including the time he briefed the federal cabinet during the highly sensitive NAFTA renegotiation with the Trump administration.
With two near-death medical scares behind him, he has cut back on the lucrative speeches and global travel that were a regular part of life before the COVID pandemic. He mostly works from his study at home and only recently has resumed going in to his Montreal office at the law firm of Norton Rose Fulbright, where he has been a senior adviser since 1993. He still chairs or sits on the board of a number of international companies and foundations in Canada, the United States and abroad. And he remains an inveterate user of the telephone, making and taking calls from around the world at almost all hours of the day. Bush throw out the first pitch on Opening Day in Toronto in 1990.
Bush at their state funerals. As far as Mulroney has come from his early days in Baie Comeau, they still shape him in profound ways. He is widely — accurately — often described as the ultimate insider, with friends at the highest reaches of business and politics around the world.

He now thought like a Quebecer. The Cliche Commission, with its sordid tales of rampant criminal activity in construction unions, made front-page news in the mid-1970s. It put the public spotlight on Mulroney. Now cast as a crime buster, he had a strong sense of media relations and ensured headline material came out in time for deadlines.

Instead of starting as a backbencher, he wanted to go straight to the top, running for the Progressive Conservative leadership in 1976 against Joe Clark and Claude Wagner.
It is a monument to the sacrifice of others — some uneducated, some unsung, all selfless — who many years ago wanted to ensure that people like you and me would have what they were so frequently denied — opportunity. And so they built a university — a great university — with care and devotion. Gregory MacKinnon to spearhead a major fundraising campaign.
The most tangible reminder of that success was the construction of the Alumni Aquatic Centre. This was only the first time Mr. Mulroney stepped up to the plate to help his alma mater.
This included millions of dollars dedicated to scholarships and bursaries, from which StFX students will benefit for generations to come. And, Mr. Brian Mulroney leaves a legacy of dedicated leadership that led Canada through a period of considerable domestic and international change.

Mulroney contributed to the Xaverian community in ways great and small. Brian Mulroney grew up along the north shore of the St. Lawrence River in the community of Baie-Comeau. Thomas High School.
A few short months after his graduation, still just 16 years of age, he stepped foot on the campus of St. Francis Xavier University as a freshman, commencing a relationship which would be consistently strengthened over the decades to come. As a student of political science at StFX, a young Mr.
Mulroney soon became involved with the debate team and the student Progressive Conservative society, both of which helped him find his voice, and set him on a path that would eventually lead to 24 Sussex Drive. Much has already been written and said, with more to come in the days and weeks ahead, about the incredible political career that followed, but for the Xaverian community, we have a more personal legacy on which to reflect.
Those qualities were invaluable as a labour lawyer, and even more so in politics. He became expert in tactical planning, anticipating events and negotiating agreements both domestically and on the world stage. His dad, Ben, fell ill with the cancer that would take his life at age 62. That desire to help others is constant: there are countless stories about how Mulroney has quietly reached out to provide assistance and advice to everyone from friends to slight acquaintances and even, on occasion, to former political foes. Mulroney called Sheila Copps, his former political nemesis when she was part of the Liberal Rat Pack in the 1980s, to wish her well when he learned she was battling breast cancer. Recently, he helped David Dingwall, another Rat Packer who is now chancellor of Cape Breton University, with a fundraising campaign for the school. He was a force of nature.
In fact, in 2005, when I was leaving the editorship of Macleans Magazine and journalism altogether, he was one of the first to call to enquire about my future plans. The advice he gave was enormously important in repositioning my career midstream. Mulroney has always placed great importance on friendships — especially long-standing ones. Fox recalls a day in the 1980s when Mulroney was prime minister. He brought a visiting childhood friend and his son from his hometown of Timmins, Ontario, to meet Mulroney, who dropped what he was doing, greeted them warmly and took time to chat. He remained deeply appreciative. I have never forgotten that. The most vivid example is at his alma mater, St. Mulroney routinely makes himself available to student groups and nonprofit organizations, often on short notice.
I am proud of the role I played in helping to secure the Al Yamamah program and with it many tens of thousands of well-paid and highly skilled jobs in the United Kingdom. Before he was elected leader of the federal Progressive Conservative Party in 1983, Mr.
Seven years later, the wrath against his party reached biblical proportions. Quebecers hated him for failing to deliver on promised constitutional reforms that would have finally recognized theirs as a distinct society. And most of the country hated him for introducing the 7 percent goods-and-services tax. Too unpopular to win another term, Mulroney bowed out ahead of the 1993 federal election.
He was replaced by Kim Campbell, but anger against him remained. When the electoral dust settled, the Liberals formed the next government, and the smouldering crater once known as the Progressive Conservative Party was left with two seats. It was the worst defeat in Canadian politics. In 1995, it was revealed that the Royal Canadian Mounted Police was investigating whether Mulroney accepted kickbacks on the sale of Airbus jets to Air Canada. And the scandals continue. Yet there is no debating it: Brian Mulroney is back.
Hampson achieves that goal effortlessly, detailing how Mulroney backed Commonwealth sanctions in 1986 against South Africa to help bring an end to apartheid, persuaded President George H. Bush to seek United Nations backing for the 1990 Gulf War, and was a constant campaigner for human rights. Like Rocky Balboa in the movie Creed, Mulroney has been called out of retirement to remind us of his old winning ways. His father toiled as an electrician at the local mill in Baie-Comeau, Quebec, and the family scraped by on his hourly wage. Mulroney grew up an anglophone Catholic in a francophone town where most English speakers were Protestant—linguistic and religious barriers cast him as an outsider.
