По договору Украина соглашалась на «постоянный нейтралитет», предусматривающий отказ от вступления в НАТО, отказывалась от производства и получения ядерного оружия, обещала не пускать иностранные войска и не предоставлять инфраструктуру другим странам, пишет Welt Am Sonnag. Также она должна была отказаться от военных учений с иностранным участием и от участия в любых военных конфликтах. Кроме того, Киев должен был запретить «фашизм, нацизм и агрессивный национализм», передает РБК. Россия должна была вывести войска с территории Украины, но не из Крыма и части Донбасса. Планировалось, что президенты Владимир Путин и Владимир Зеленский обсудят вывод войск лично. Спорными оставались вопросы о сокращении численности украинской армии и военной техники. В соответствии с договором «страны-гаранты» должны были бы поддержать Киев в его праве на самооборону в течение максимум трех дней, если начнется вооруженный конфликт. По версии Welt, в апреле 2022 года Москва и Киев оказались как никогда близки к соглашению. Тогда, пишет издание, Москва потребовала сделать русский язык вторым официальным языком на Украине, отказаться от санкций и исков в международных судах.
Киев ответил отказом. Источники Welt среди участников переговорной делегации со стороны Украины заявили, что даже сегодня сделка по-прежнему кажется выгодной.
